Where I live they are dismissed on their own as young as 8, and so long as they have a safe way home then a couple hours alone isn't going to hurt. There are enough electronic distractions at home now that they won't turn to delinquency.
15 is bonkers. There should be no need to keep your teenager on-leash for that long.

Are you trying to conflate wildlife tracking and monitoring with this police state dragnet? If so that's a wild take. I'm pretty sure modern wildlife tracking practices are not what's at stake here.
The idea is you shouldn't have to have any sort of computer on your person to participate in public life. If a proper eat-in restaurant can't maintain a paper menu then it's an indication of the level of service that's sure to follow.
